Likely art-related, something of this smells of “web-like-pop-art”. Dropbox uses it, Whereby uses it, a lot of other brands that like to differentiate themselves use it.

first, it's a shortcut/trick, hence more likely to have negative consequences after the user realizes their subconscious quality/relevance signals misfired. second, it's a crutch for the designer to be flashy rather than focused on delivering the message

Modern brutalism in UI takes on patterns of anti-design ( which most of the time aims to offend rather than help. "Because bad design is funny and we hate designers and harbour contempt users" - citation needed. It's reactionist without substance or any nuance.

Hate is a strong word for it, but I am really not a fan. It seems like a style developed to mask empirically bad design. It eschews the raw refinement of traditional brutalism in favor of haphazard manufactured rebellion. It can be done well, but I struggle to think of an example off the top of my head.

Loaded question. IMO the web is fundamentally broken due to compounded attempts to translate 3d human interaction into 2d context streams For raw UX in the current landscape, Apple’s Human Interface stuff is a rock solid North Star For a design language, do what feels right for you instead of being cookie cutter

TLDR: hate it all. That’s the thing - design systems only work in relation to a specific product that understands what its customers use it for. Elements in isolation are fundamentally useless. It’s hard to craft elements that work well together for some hypothetical use case because form should follow function.
